School at home, a difficult start for associations

At the beginning of the school year, not all children went to class. Some of them are homemade. According to the latest figures from the Ministry of National Education, in June there were 71,700, or about 0.5% of students in France, using the family education system (IEF). How many are there this fall? The Ministry does not communicate the numbers yet, because they do not exist “not stabilized yet”.

The very active associations defending the IEF have been raising their concerns for several weeks. As a highlight, the day of mobilization is planned for September 15. In their opinion, the consequences of the law of August 24, 2021 confirming respect for the principles of the republic (known as the law against “separatism”), accused of inciting numerous rejections by the authorities.

In this return, some children actually find themselves in a situation of uncertainty. Neither enrolled in a school near their home because they did not, she is not authorized to receive instructions at home. Because many families have their applications rejected in some academies.

Big differences between territories

Since there is a lack of consolidated figures from the ministry, the associations give theirs. According to a survey carried out by the Coordination for Freedom of Education (Coopli), 68% of parents would be rejected for their child, who is currently in family education. “Today, families contact us to find out which academies are more accepting than others”. regrets Emmanuelle (she did not want to give her name), from Les Enfants d’abord (LEDA), which participated in the study. According to Coopli, Toulouse, Grenoble, Dijon, Besançon, Rennes or even Orléans would be among the most reluctant rectors.

Before the law against “separatism”, a simple statement was enough. Families must now justify their request to their rectory. Four reasons apply: health and disability, performing intensive sports or artistic activities, family homelessness or geographical distance from school and finally “The existence of a child-specific situation that motivates the educational project”.

According to associations, this last reason supports numerous rejections based on the impossibility of proving existence “own state”. The ministry that contacted Fr The worldrelativizes the importance of the phenomenon: “About 1ahem July, reason 4 accounted for only 9.6% of submitted applications. » Slightly more than half of them, 53%, received a positive answer.
