Social assistance in Spain and France: a comparison

So inflation makes more and more Spaniards and French more and more insecure. What social aids are available to residents? Equinox compiles a comparison.

The Spanish Parliament adopted the country’s 2022 budget on December 28, 2021. The 2022 budget, based on the first tranche of €70 billion from the European Union’s Covid-19 recovery fund, includes a historic amount of social spending of almost €250 billion. What social benefits do the Spanish have?

Living minimum income

In Spain

At the end of May 2020, after falling into an unprecedented global pandemic, Spanish society welcomed with open arms the government’s announcement of a measure aimed at fighting extreme poverty under the slogan “que nadie se quede atrás” (which can be translated as “that no one is left behind”) . This is the minimum vital income (ingreso mínimo vital in Spanish).

His payment is conditional on active job search and can be combined with salary income. Foreigners with a one-year residence in Spain also have access to it.

The amount of the contribution is calculated according to income, assets and expenses and ranges from 461 to 1,100 euros per month and per household. In order to be able to use it, you must submit an application to the social insurance company, municipal office or self-governing community.

In France

On the other side of the Pyrenees, this aid is called active solidarity income (RSA). It guarantees people without resources a minimum level of income that varies according to the composition of the household. The RSA is open under certain conditions to people aged at least 25 and to young workers aged 18 to 24 if they are single parents or have a certain period of professional activity. Unemployment insurance

The unemployment benefit provides financial assistance to workers who have lost their jobs involuntarily and have 360 ​​days or more of unemployment benefits. To be able to use it, you must contribute at least 360 days during the 6 years before unemployment. These contributions may also not be used for another benefit. If the worker becomes unemployed and does not benefit from these contributions, he will have to apply for a subsidy or special assistance from SEPE (equivalent to Pôle emploi in Spain).

Currently, unemployment numbers are the lowest since 2008. According to the Spanish Ministry of Labor, the number of unemployed fell by 74,381 people in November 2021, bringing the total number of people out of work to 3.18 million. A historic slump.

In France

Financing of the unemployment insurance system is provided through salary deductions up to a limit of 4 times the monthly social security ceiling, i.e. €13,712 in 2022. From 2019, only employers contribute to unemployment insurance. Employee contributions have been abolished, with the exception of entertainment workers, employees working in Monaco and some foreign employees. The state participates in the financing of unemployment insurance, which replaces the canceled employment allowance.

Help for large families

Families with three or more children, in some cases even with two children, can use some aids and benefits for families with many children, including tax breaks.

This aid consists of a deduction of 1,200 euros for a large family in the general category (3 or more children) and 2,400 euros for families with several children in a special category (over 5 children) from personal income tax (IRPF).

You can also request an advance for this deduction. The deposit will be €100 (general category large family) or €200 (special category large family) per month throughout the year, as long as you contribute to social insurance or mutual insurance.

Additional assistance with the load of a minor

The supplement to the child allowance is a new social benefit effective from 2022, which ranges from 50 to 100 euros per month for low-income households with dependent minors.

A monthly amount is charged for each supported minor. Here is the table as of January 1, 2022 of the amounts according to the age of the minor:

For each child under the age of three: the allowance is 100 euros per month.
For each minor from 3 to 6 years old: 70 euros per month.
For each minor between the ages of 6 and 18: 50 euros per month.

In order to use it, you must submit an application to the Social Insurance Office.

Help for single-parent families

Family allowances

Family allowances are paid without conditions of activity from the second dependent child residing in France. Their amount is modulated according to the resources of the household or the person responsible for the children and the number of children. Net income for year N-2 is taken into account. There are 3 income categories.

Flat rate compensation

A flat-rate allowance is paid to families with at least 3 dependent children who lose a portion of family allowances when one of the children reaches 20 years of age (ie the age limit for payment of family allowances), is still living at home and does not receive gainful activity higher than 982.48 euros . To be able to use it, a family must be entitled to family benefits for at least 3 children, including the one who turns 20.

The allowance is paid for the child in question for one year, from the 1st day of the month in which the child turns 20 until the month preceding the child’s 21st birthday. Its amount is €85.02 as of April 1, 2022. Similar to family allowances, it is basically divided by 2 or 4, depending on the household’s resources (year N-2). However, a decreasing supplement may be paid if the family’s resources received during the N-2 calendar year slightly exceed the resource ceiling applicable to the household.

Family support allowance

This benefit is paid to raise a child without the help of one or both parents or to supplement alimony, the amount of which is low.

Asf can also be paid as an advance payment in case of non-payment of alimony to the other parent. The conditions for obtaining it are as follows: live alone, live in France, have at least 1 dependent child, if the child is engaged in a professional activity, his net monthly salary must not exceed 982.48 euros.

Basic contribution

The basic allowance paid after the birth or adoption of a child is used to cover the costs associated with the upbringing and education of the child. It is paid according to resources (the same ceiling of resources as for the allocation of allowance at the birth of a child) from the birth of the child until the last day of the calendar month preceding the child’s 3rd birthday. In the case of adoption, the basic allowance is paid for 3 years from the arrival of a child up to 20 years old in the household.

The basic amount of the contribution in the full amount is 175.88 euros and 87.94 euros at the partial rate. To receive the full rate, resources must not exceed EUR 27,219. The partial rate can be allocated up to €32,520*

One of the social measures that the government has highlighted the most in its youth support policy is the creation of this “cultural voucher for young people” with a budget of 210 million euros. The measure reflects the “culture of proof” introduced in France in 2020.

Rental bonus for young people

On January 18, 2022, the Council of Ministers approved the new Prime Location Jeunes aid with a budget of 200 million euros, which should benefit more than 70,000 young people with monthly assistance of 250 euros for two years to rent a dwelling. .

Student scholarship

The Crous Scholarship is awarded to students to help them (or their families) finance their college education. Subject to conditions. It is divided into several levels (from 0 Bis to 7), while the aid for students is from 1,042 euros to 5,736 euros per year. In most cases, payment is made from September to June. Depending on your situation, other Crous schemes (financial support or social support) may be required.

Minimum student income

RME (Minimum Student Income) is an aid set up by some municipalities to help students in their daily lives. This student aid is not available everywhere in France. Eligible young people and conditions for providing assistance depend on the partner municipalities of the scheme. RME comes in addition to social assistance that can be provided to students.

Housing assistance
